The conversation continues
Research security continues to evolve. Over the past year, research security in Europe has transitioned from a set of general recommendations into a structured policy priority. At the EU level, this is being driven by the ERA Policy Agenda 2025–27 and the forthcoming ERA Act, which aim to create a coordinated European methodology for managing risks related to foreign interference and the protection of strategic assets. This policy shift is triggering a significant evolution within the academic sector.
Universities are now actively building the infrastructure necessary to support these goals. We are seeing the emergence of dedicated research security offices, the rollout of systematic due-diligence protocols for international partnerships, and a more integrated approach to export controls for intangible technology transfers. The focus has moved toward "institutionalising" security—integrating risk management directly into the research lifecycle. From the introduction of the EU-wide Research Security Monitor to the development of national guidelines, the goal is to create a resilient ecosystem that protects innovation while maintaining the capacity for global collaboration. This conference explores these practical developments and the new operational standards emerging across European higher education and research.
