Stéphanie Balme is Director of the CERI (Sciences Po/CNRS) and Professor at Sciences Po. She is a former Dean of the Sciences Po Undergraduate College (2018–2023), academic in various international universities, and diplomat in Beijing for the French Ministry of Foreign Affairs.
A founding member of the European Science Diplomacy Initiative (ESDI), she sits on several scientific national and international councils, teaches at Johns Hopkins SAIS, and is the author of 10 books including Defending and Protecting Academic Freedom (France Universités, 2025). Her research focuses on EU–US–China relations, science and tech diplomacy, and global China in both its domestic and foreign dimensions.
